Bridging Borders: Applying EU CI and NIS 2 Insights to Hong Kong’s Protection of Critical Infrastructure (Computer Systems) Ordinance
Synopsis
This one-day workshop examines how EU critical infrastructure (CI) legislation can assist the implementation of Hong Kong’s new Protection of Critical Infrastructures (Computer Systems) Bill. Using the EU’s mature regulatory models, particularly the NIS 2 (Network and Information Systems Directive 2) Directive, participants will explore best practices in cyber resilience, risk assessments, and incident response planning. The session offers practical guidance for stakeholders in Hong Kong’s designated sectors, such as energy, healthcare, transport, and finance, etc., helping them meet the Bill’s requirements for risk management, incident reporting, and regulatory compliance.
The workshop also compares the EU and Hong Kong approaches to CI protection. While both aim to enhance cybersecurity for essential service providers, the EU’s NIS 2 adopts a harmonized, cross-border framework with broader scope and stricter enforcement, including potential personal liability for senior management. In contrast, Hong Kong’s law is more centralized, covering eight key industrial sectors and enforced by local authorities, with penalties focused on organizational accountability.
Through this comparative lens, the workshop will equip Hong Kong CI operators with actionable insights to align with international standards while addressing local compliance needs.
