Background: Correcting the wiring can deliver dramatic changes to an organization and enable it to understand, review, and systematically improve from day to day. It’s not always (or often) a technical solution; it’s the people and a culture of accountability and improvement.

The wiring of our organizations is broken; we are focused on symptoms we experience every day, and not the root causes. This directly impacts our cyber security, and the resilience of our national defense as a whole. We have plenty of worthy technical solutions… let’s talk about the root causes:

  • “I’m always tied up in useless meetings” rather than focusing on the lack of meeting disciplines that result in more meetings being required to make a decision.
  • “We never hit our goals” rather than addressing how goals are agreed upon, who is accountable for each outcome, and how operational results are followed up.
  • “It has never worked” rather than defining exactly what needs to be done to fix an issue and assigning accountability and targets for improvement.
Speaker Bio: Dr. Dawn Dunkerley is a Consulting Manager with Partners in Performance focused on the operationalization of cyberspace to achieve critical business objectives and balance cyber risks while optimizing investments. Prior to this position, she was the Chief of Cyber within the Army Materiel Command G-3/4.

Dr. Dunkerley received a Ph.D. in Information Systems from Nova Southeastern University in 2011 with a doctoral focus of information security success within organizations. Her research interests include cyberwarfare, cyber operations, cybersecurity, and the success and measurement of organizational cyber-focused initiatives. She holds a number of professional certifications, including the Certified Information Systems Security Professional (CISSP), Information Systems Security Architecture Professional (ISSAP), Information Systems Security Engineering Professional (ISSEP), Information Systems Security Management Professional (ISSMP), Certified Secure Software Lifecycle Professional (CSSLP), and the Certified in Risk and Information Systems Control (CRISC).

She has also published extensively in the field, both in academic and trade publications, and is a noted speaker on cyber topics. She serves as a Subject Matter Expert and Exam Developer for the International Information Systems Security Certification Consortium (ISC2) for a number of industry-leading certification exams. Dr. Dunkerley was a nominee for the 2016 United States Department of the Army Civilian of the Year Award.
