The METRONET High-Capacity Signalling (HCS) project represents a once-in-a-generation transformation of Perth’s passenger rail network. As the city’s population marches toward a projected 2.9 million residents (projected by 2030), the limitations of legacy train control system, based on Automatic Train Protection (ATP) systems must give way to next-generation Communications-Based Train Control (CBTC). Spanning approximately 500km of track, this is the world’s largest signalling upgrade by route length—a massive undertaking compounded by the complexities of "brownfield" integration within a live operational environment.

HCS project drivers include:

·      Infrastructure Optimization: Exponentially scale network capacity and fleet utilization across 500km of track while minimizing costly physical civil works.

·      Economic & Urban Mobility: Mitigate Perth's congestion by shifting high-volume commuter corridors from road to rail.

·      Safety & Service Excellence: Transition to next-generation digital safety systems to guarantee a high-frequency, reliable, and safe passenger experience.


The Core Challenge: Safety vs. Security
Central to the success of this transition is the dual requirement for Safety Assurance and Cybersecurity Assurance. The presentation examines the key frameworks and standards used by both disciplines.
