Tolgay Kizilelma, PhD has over twenty-five years of industry business-IT experience covering the whole IT spectrum. He is currently leading cybersecurity efforts as the Chief Information Security Officer at UC Merced. He is an advocate of lifelong learning and teaches graduate business analytics courses at Saint Mary's College of California. He is an accredited ISACA CGEIT and CRISC trainer and serves as the Government and Regulatory Advocacy Director for ISACA Sacramento Chapter. His current research interests are cybersecurity, privacy, digital transformation, business analytics, and educational IT programs. He holds the following certifications; CISSP, CRISC, CGEIT, CISA, CISM, CDPSE, PMP, PgMP, CBAP, ITIL Expert, ITIL 4 MP, TOGAF 9 Certified, COBIT F, CSSBB, PCI-ISA, AWS Cloud Practitioner, and PROSCI. Dr. Kizilelma also holds a BS degree in computer engineering, an MBA, and PhD focusing on information security, quality, and patient safety.

She started her development career at Comedy Central in New York, and left the east coast to work on startups and finally settled in the Sacramento area with California ISO and Blue Shield of CA. Sits on the ISACA Sacramento Board of Directors, and donates time to women and children organizations to give back. Believes that relationships and servant leadership is how to achieve sustainable success for teams, business partners, and customers.

Richard Swain is a certified security architect with broad information technology background and technical management experience who advises external clients on information security improvements and their contribution to business outcomes. He is experienced with state and local government, healthcare and higher education. Richard has a deep background in data protection and data lifecycle management. He holds certifications in CCSP, CIPM, CISSP, and CRISC, and is a board member of ISACA Sacramento Chapter.
