Session Title:
AI Governance in Aotearoa: Operationalizing the KAItiaki Data Governance Framework for AI

Abstract:
The AI governance landscape is characterized by high adoption rates but limited regulatory mandates, shifting the burden of trust directly onto enterprise practitioners. While global frameworks provide theoretical guidance, NZ organizations often struggle with operationalizing accountability. This session introduces the "KAItiaki Framework™" - a practitioner focused model built to extend existing governance structures to the NZ market.
Drawing on recent lessons from the financial, healthcare, and public sectors, including systemic vendor concentration risks and the Manage My Health 2024 breach, the presentation moves beyond compliance space. It provides a pragmatic six-pillar approach to AI governance:
  1. Named Kaitiaki (Accountability)
  2. Autonomy Ceilings (Limits)
  3. Override Protocols (Incident response)
  4. Whakapapa Trace (Data provenance)
  5. Governance Cadence (Review)
  6. Executive Accountability Chains (Intentional Observability)
The framework is rooted in kaitiakitanga (guardianship), ensuring that ethical principles—such as whakapapa and rangatiratanga are honored as the source of enterprise trust, rather than positioned as decorative elements. Attendees will walk away with an actionable roadmap for implementing AI accountability, clarifying the role of internal auditors and CAIOs, CEOs, CDOs, CISOs and leveraging existing frameworks and industry tools like RBNZ’s BS11 to address AI-vendor risk immediately. This is not a theoretical session; it is a working call to action for ISACA practitioners to lead the development of our national AI governance standard.
