About the Speaker:
Scott Barnhart began his legal career with the Indiana Attorney General's Office in 2003 where he served in the Appellate Division. In 2008, Mr. Barnhart was selected by the Office to participate in an exchange program where he cross-trained as a Deputy Prosecuting Attorney in the Marion County Prosecutor's Office. He returned to the Attorney General's Office in 2009 and began practicing in the Civil Litigation Division where he represented state agencies and employees in civil rights lawsuits and other civil matters. Mr. Barnhart left the office in 2012 for private practice and started a law firm. As a private practitioner, Mr. Barnhart primarily served as a civil rights attorney focusing on civil litigation in federal court, constitutional law, and administrative law. He returned to the Attorney General’s Office in 2019 as Special Counsel of Complex Litigation with a focus on opioid-related civil litigation and civil rights defense work. Mr. Barnhart currently serves as Chief Counsel and Director of the Consumer Protection Division overseeing a staff of approximately eighty-five individuals. In this role, he oversees various aspects of consumer protection including matters concerning data privacy, identity theft, HIPAA compliance, and licensing enforcement.
