Improving Value Through Better Crown Entity Monitoring

Crown entities carry out a wide range of important public services and functions, such as public broadcasting and constructing and maintaining national infrastructure. In 2020/2021, Crown entities were responsible for 39% of central government expenditure, 46% of central government assets, and 74% of the central government workforce.

The system for monitoring Crown entities is complex. There are inherent tensions between how monitoring departments can support the Crown entity's performance and advise Ministers while respecting the autonomy of a Crown entity board. This can make effective monitoring difficult. Currently, the extent to which monitoring adds significant value to understanding Crown entity performance is still unclear.

The Office of the Auditor-General conducted a performance audit because concerns are sometimes raised about the quality of Crown entity monitoring. OAG wanted to assess the effectiveness of Crown entity monitoring arrangements and identify opportunities where monitoring could be improved. Frank Faessen from the Office of the Auditor-General will present the findings from this work as detailed in the report 'Improving Value Through Better Crown Entity Monitoring'. The document can be viewed here.
