    Professor Kester Quist-Aphetsi, PhD is a distinguished global Cybersecurity and Artificial Intelligence expert. He has taught Cybersecurity and Digital forensics courses at the undergraduate and post graduate level as well as professionals for more than 10 years. He is a Tier 1 Certified Cybersecurity Professional by the National Cyber Security Authority under Cybersecurity Act, 2020 (Act 1038) with more than a decade of Professional practice. He is the Chair of the National Cyber Intelligence and Cyber Defence research Project. He is a Professional Member of the Chartered Society of Forensic Sciences and has specialties in Digital Forensics Investigations, Digital Evidence and Malware Analysis. The Chartered Society of Forensic Sciences is a regulated Professional Body of Forensic Sciences. He has expertise in counter cyberterrorism, Cyber Warfare and Cyber Defense as well as an extensive research expertise in cyber weapons.
     
    He is a member of DEFCON, the world largest hacker group. He is a Judge at the Global Cyber 9/12 Strategy Challenge held globally under the US Department of State Bureau of Cyberspace and Digital Policy and the Atlantic Council USA. He is a member of the World Wide Web Consortium (W3C) Advisory Committee with responsibilities including reviewing plans for W3C work, electing members of the Advisory Board and the Technical Architecture Group and participating in the election of the W3C Board of Directors.

    Neneh's topic for the conference is "Stakeholder Management for IT and Systems Auditors". 
     
    Effective stakeholder management has become a critical success factor in the conduct of IT and systems audits, particularly within Ghana’s increasingly digitalized and highly regulated business environment. Technical competence alone is no longer sufficient for successful audit execution. IT auditors must also possess the ability to engage stakeholders strategically, manage expectations, communicate complex technical issues in business language, and navigate organizational sensitivities without compromising audit independence.
     
    This presentation explores practical stakeholder engagement approaches tailored for IT and systems auditors operating within Ghanaian public institutions, financial institutions, telecom companies, fintechs, and large private sector organizations. Drawing from real audit experiences and governance challenges, the session will address key areas such as stakeholder identification and mapping, understanding operational and reputational concerns, communication planning, handling resistance during audits, escalation management, negotiation of remediation actions, and effective reporting of audit findings.
     
    The session will further demonstrate how poor stakeholder engagement can delay audit activities, restrict access to information, create resistance to findings, and ultimately weaken audit impact even where technical audit work is sound. Particular attention will be given to managing engagements involving CIOs, CISOs, IT operations teams, vendors, and executive management within complex governance structures common in Ghanaian organizations.
     
    The presentation is designed to provide IT auditors with practical, actionable techniques to improve cooperation, strengthen audit effectiveness, enhance acceptance of audit findings, and support successful implementation of corrective actions. It aligns with global audit and governance best practices while remaining practical and relevant to the realities of IT audit execution in Ghana.

    The era of artificial intelligence is being constructed upon a hierarchical stack—comprising chips, computation, data, models, talent, and capital—that is concentrated among a limited number of nations and corporations. For institutions across Africa and the broader Global South, this situation prompts a question that many AI strategies tend to overlook quietly: when your models, computational resources, and data processing capabilities are located beyond your borders and outside your control, whose strategy are you ultimately implementing?
     
    This session redefines “sovereign AI” away from political rhetoric and towards the pragmatic concerns of security, governance, and audit professionals. It maps the actual dependency chain supporting the AI capabilities of typical African institutions, reveals the concentration and operational-resilience risks embedded within it, and confronts the challenging economics of digital extractivism — where local data is used to train models that are subsequently rented back.
     
    The discussion examines the genuine trade-offs involved in data localisation, the national and regional regulatory environment—including the African Union’s Continental AI Strategy and national data protection regimes—and the alternative approach of leapfrogging and governance-focused adoption.
    Participants will depart equipped to consider AI dependency as a board-level and national security issue, focusing on resilience and concentration risks associated with third-party dependencies, enabling them to advise leadership appropriately.

  • VISIT TO DPC

    Earlier this week, the ISACA ACCRA CHAPTER paid a significant courtesy call to the Data Protection Commission - Ghana (DPC), a visit rooted in shared values and a collective ambition to advance Ghana’s data protection ecosystem.

    At the heart of the meeting was a simple but powerful goal: to foster strategic collaboration that transcends institutional mandates and drives national impact.

    The ISACA Accra Chapter, led by its President Solomon H. H. Ackom, outlined its vision and upcoming initiatives, ranging from professional development to cybersecurity advocacy, and explored how it could support the Commission’s broader mandate. The message was clear: ISACA Accra Chapter stands ready to be a partner in advancing Ghana’s digital trust agenda.

    On the Commission’s side, Executive Director Dr. Arnold Kavaarpuo provided deep insight into the DPC’s strategic direction. He emphasized the importance of interagency and stakeholder collaboration, not just for compliance, but for cultivating true ownership and buy-in across public and private sectors.

    He also spoke candidly about two critical policy frontiers:

    1. The Review of the Data Protection Act, ensuring it reflects today’s realities.
    2. The Emerging Technology Act, a forward-looking initiative being shaped with input from expert resource personnel.

    But perhaps most importantly, the conversation turned to public awareness. Dr. Arnold Kavaarpuo highlighted the urgent need to demystify data protection for the average Ghanaian. Whether through social media, traditional media, or training in local languages, the Commission is on a mission to bridge the knowledge gap between policy and the public.

    In a particularly important insight, he pointed to the regulation of personal health information (PHI) in Ghana’s health sector. The Commission is considering the adoption of HIPAA-aligned frameworks to safeguard patients’ data, a necessary step as the sector becomes increasingly digitized.

    This wasn’t just a meeting. It was a signal of a commitment from both institutions to collaborate, educate, and legislate with clarity and purpose.

    As Ghana's digital landscape evolves, partnerships like these will be essential to ensuring that privacy, security, and innovation walk hand in hand

    A delegation from ISACA Accra Chapter, led by the Chapter President, Solomon H. H. Ackom, paid a courtesy visit to the Director-General of the Cyber Security Authority (CSA), Mr. Divine Selase Agbeti, to congratulate him on his recent appointment.

    The visit also served as an opportunity to strengthen the longstanding collaboration between the two organisations.

    During the visit, ISACA Accra Chapter shared its commitment to supporting the operationalisation of the Industry Forum, an initiative designed to serve as a platform for engaging cybersecurity industry stakeholders across the country
