Major Function

This is professional work in conducting internal performance audits of City departments that address financial, programmatic, and operational areas. Work involves the application of advanced skills in auditing and analyzing accounting records, systems, procedures, and programs. Based on review of City department records, the employee identifies deficiencies and prepares recommendations and corrective measures to improve the efficiency and effectiveness of operations, programs, and controls. Work requires the preparation of various working papers, financial analyses, and audit reports. Senior auditor will serve as auditor-in-charge and may coordinate the work of other auditors on any given project and will perform work under the general supervision of an audit manager and/or the City Auditor. Staff auditor will perform work under the general supervision of a senior auditor or audit manager.

Desired Qualifications:

  • Knowledge of systems of internal control, government and financial auditing and accounting standards, internal auditing standards, and statistical methods.
  • Knowledge of current management sciences, organization theory and practice, governmental accounting, finance, budgeting, and human relations.
  • Able to quickly acquire working knowledge of the organization and environment.
  • Able to conduct independent and comprehensive research and evaluation and to provide recommendations and alternatives.
  • Able to communicate complex concepts in lay terms and to express ideas clearly and concisely, both orally and in writing.
  • Able to establish and maintain effective working relationships as necessitated by the work.
  • Able to use computers and associated programs and applications necessary for successful job performance (MS Office products, databases, electronic workpapers, ACL, etc.)

Staff Auditor Requirements: Graduation from an accredited four-year college or university with a degree in business or public administration, accounting or a related field, and one year of professional auditing, accounting or related governmental fiscal administration experience; or an equivalent combination of training and experience. A CPA, CIA, CGFM, or CISA designation acquired by examination may substitute for the one year of required experience.

Senior Auditor Requirements: Possession of a bachelor’s degree in business or public administration, accounting, or a related field and three years of professional auditing, accounting, or related governmental fiscal administration experience; two years of experience as a Staff Auditor with the City; or an equivalent combination of training and experience. A CPA, CIA, CGFM, or CISA designation acquired by examination may substitute for one year of the required experience.

The City of Gainesville's Auditor's Office is seeking a dynamic and experienced individual who is innovative and forward thinking to perform internal audits of the City's Information Technology (IT) operations.

The tasks to be performed may include but not be limited to, assessing the effectiveness of the IT control environment to help reduce the risk of ineffective IT processes adversely impacting the City and to increase the reliability and integrity of data and information; testing general computer controls (e.g.., logical security and program change control for operating system, database, application and network environments, computer operations, and datacenter physical security), as well as business cycle controls and IT application testing; conducting informational interviews with auditees for familiarization, process walkthrough, and key control identification purposes; and developing audit test steps or programs to ensure control areas provide comprehensive coverage.

 To be considered for this position you must have a Bachelor's degree from an accredited college or university in Computer Science, Management Information Systems, Accounting or related field; and four (4) or more years of progressively responsible internal and/or external Information Technology experience.

 Notes: 

  • Experience using Audit Command Language (ACL) is preferred.
  • Experience working with some or all of the following is preferred: Windows server environments, relational database management systems (RDBMS) such as Oracle and SQL, UNIX operating systems, Microsoft Active Directory, and SAP software. 
  • COBIT, ITIL, ISO/IEC 27000, or SOC knowledge is preferred.
  • A Certified Information Systems Auditor (CISA) or a Certified Information Systems Security Professional (CISSP) certification is preferred and may substitute for a maximum of two (2) years of the required experience.
  • A Valid U.S. Driver License required upon appointment

What we need

The Senior Programmer Analyst is a senior-level position reporting to the Manager of Applications and Development within the Information Technology Department and is responsible for designing, developing and maintaining complex business applications and systems integrations utilizing .Net, web and relational database technologies. Major Functions:

This is a responsible executive management level position directing the Auditing Department under the administrative direction of the City Commission. The incumbent serves as an independent appraiser of operations within the City's organization, by reviewing and evaluating activities, both financial, operational, and performance activities, as a service to the City Commission and management. Duties include reviewing and appraising financial and managerial control systems; determining compliance with applicable laws, regulations, and policies; verifying the sufficiency, relevance and reliability of financial, statistical, and performance data; appraising the economy, efficiency, and effectiveness of City operations; and recommending measures for improvements. The employee is appointed by and directly responsible to the City Commission.

Requirements:

Possession of a bachelor’s degree in public or business administration, finance, accounting, or a related field or certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA) and eight years of auditing, accounting, governmental fiscal administration, organizational management, or related experience, two years of which must have been at the senior management level or higher; or an equivalent combination of training and experience. Three years of supervisory experience is required and may be part of the required experience or another portion of the applicant’s work history.
